Will this work as replacement knob for 119B Rod Holder?

No, the RAM-2-1U is the correct replacement tightening knob and hardware for one of the RAM-119B rod holders.

RAM-B-201U-A double socket short arm B size doesn't come with pin spring. And this 1.5 inch spring seems too long. Do you sell a shorter spring?

There is normally not a spring included with the B-size short double socket arm. Due to its length, the pressure put on the side without the spring makes it almost impossible to adjust that side of the double socket arm.
